For one, it still doesn't support transactions unless you're willing to do lower level programming. I found it strange that they jumped to calling it 1.x when it was still lacking in so many places. That's when I decided to move to RoR and I've never been happier since. Why is learning Ruby (the language) a problem for you? I thought it was very fluid and easy to pick up. I was able to develop and deploy a business app within 3 weeks after I learned RoR. I used cakephp before but I found it still incomplete in a number of areas even if they’ve already labeled it as version 1.x.x.
